Ortellado is a professor of public policy and management at the University of São Paulo and has taken part in recent protest movements in Brazil. His research interests include copyright policies, access to information, cultural policies, and social movements. In 2012, he was recognized by the Brazilian government for his research into the “creative economy.”
He holds a doctorate in philosophy from the University of São Paulo.
