Carlos A. Afonso is executive director of Nupef and chair of the
Brazilian chapter of the Internet Society. He is a co-founder APC, and a
co-founder and former board member of CGI.br. He led the creation of
Alternex, the first non-profit Internet service provider in Brazil, and
coordinated the Internet project for Eco '92 in Rio. Carlos studied
naval engineering at the University of São Paulo and holds a Masters
degree in Economics from York University (Toronto), with doctoral
studies in Social and Political Thought.
